Sure. It's a glass of water plus some powder, so it still counts as a glass of water. Be careful with carbonated beverages though...their water content is not as easily absorbed so more of it just goes through you.
So, for example, it wouldn't be a good idea to drink 8 glasses of soda instead of water because 1) you're getting a lot of unnecessary stuff with your water and 2) you're not actually going to absorb it all (you will spend a lot of time traveling to and from the bathroom though :-)

Anyway, if you can't stand to drink the water straight you can add flavoring to it, you are not adding caffeine (which would reduce the benefits of water) nor are you adding sugar, but you are adding an artificial sweetener which is a chemical that in the long run may not be that great for you. So, to answer your question:
Adding Crystal Light to the water can still be condisidered as drinking water, as far as the additional fluids will still keep you hydrated flush out your system, but you are adding unnecessary chemicals to your diet.
For me personally, if it were between not drinking water at all (or very little) vs. drinking Crystal Light and drinking my 6-8 glasses a day, I would drink the Crystal Light, but try to drink as much unflavored/unchanged water as possible.
